AHERA Inspection and Management Plan
- Under the Asbestos Hazard Emergency Response Act (AHERA), the United States Environmental Protection Agency (EPA) requires each elementary and secondary school to perform an inspection for ACBM and to prepare an asbestos management plan. The AHERA regulations further require a re-inspection of the ACBM at least once every three years. In addition to the triennial inspection, schools are required to perform periodic surveillances at least once every six months. Additionally, schools may also be subject to State or Local requirements.
- Precision specializes in AHERA re-inspections, periodic surveillances and management plans. Our team of experienced certified AHERA Inspectors and certified AHERA Management Planners assist Local Education Agencies to comply with the aforementioned AHERA requirements by providing:

- Improvements in the accuracy and quality of existing ACBM information

Operation and Maintenance (O&M) Program development
- The presence of ACBM in a building and the resulting potential for occupant exposure does not necessarily mean that removal of the ACBM is the only course of action. Exposure potential can often be controlled with an effective O&M program. Precision’s experienced asbestos-certified professionals assist building owners/managers develop and implement O&M programs, thus helping them to reduce the potential for exposure of building occupants and employees to ACBM left in place and defer the high costs of asbestos removal. Precision assists its clients in developing O&M programs for each type of ACBM: surfacing material, Thermal System Insulation, and miscellaneous materials. The O&M program is designed to:
- Clean up asbestos fibers previously released
- Prevent future release by minimizing ACBM disturbance or damage
- Monitor the condition of ACBM remaining in place
Building Inspection
- Precision and its experienced asbestos professionals have performed thousands of asbestos investigations/inspections consisting of:
- Building records review
- Visual inspection
- Identify, locate, categorize, quantify, and evaluate ACBM condition
- Collect bulk samples of suspect ACBM and submit them to the laboratory for analysis
- Map bulk samples and ACBM locations on floor plan drawings
- Submit the final survey report

Physical and Hazard Assessment
- As part of the Physical and Hazard Assessment of ACBM, Precision’s certified Inspectors and Management Planners provide:
- Documentation of the current physical condition of ACBM
- Evaluation of the degree of potential hazard to human health and safety
- Investigation of fiber release episodes
- Documentation of potential for future fiber release
- Inspection report in which degree of hazard is identified
- Recommendation and response action(s)
Project Design
- The success of an asbestos abatement project or any construction project that involves the abatement of ACBM depends greatly on a well-written and well-defined asbestos abatement project design and specification. As part of the project design, Precision provides asbestos abatement cost estimates to help clients evaluate their cost and budget planning.
- Precision provides design packages enabling a competitive bid from several contractors. Precision maintains a list of pre-qualified asbestos abatement contractors to bid on each project or offer the contract to all interested parties. During this process, Precision can provide:
- Bid package to all interested parties
- Facilitate the pre-bid meeting
- Conduct the pre-bid walkthrough
- Write and distribute addendums
- Direct the bid-opening meeting
- Obtain the contractor's qualifications and prices
- Assist in the selection of the best bid for the project
- Assist in the preparation of contract documents

Project Management / Project Monitoring

- Air Monitoring
- As mandated by regulations, air sampling, monitoring and analysis must be performed when an asbestos abatement process has started. Federal, State and Local regulations vary in their air sampling, and monitoring requirements based on the size, type and location of the asbestos abatement project.
- Precision’s certified air sampling technicians have the experience and training necessary to provide all required air monitoring for each project including:
- Background level air monitoring
